Imagine three enemies in a row (1) (2) (3)

If you Permafrost 2:

   First, it stuns 2.
   Then, 2 stuns a nearby enemy -- either 1 or 3.
   RESULT: Either 1 and 2 are stunned, or 2 and 3 are stunned.

If your Permafrost 1:

   First, it stuns 1
   Then, 1 stuns a nearby enemy -- which is 2.
   RESULT: 1 and 2 are stunned.

If you stun 2, then Permafrost 1:

   First, 1 and 2 are stunned
   Then, 1 stuns a nearby enemy (which is 2, already stunned), and 2 stuns a nearby enemy (1 or 3).
   RESULT: Either 1 and 2 are stunned, or 1 2 and 3 are all stunned.

If you stun 1, then Permafrost 3.

   First, 1 and 3 are stunned.
   Then 1 stuns a nearby enemy (which is 2) and 3 stuns a nearby enemy (which is also 2)
   RESULT: 1 2 and 3 are all stunned.

Additional notes:

   Yes, stunned minions can stun anything nearby (left, right, up, down, diagonal)
   Yes, you can only cast Permafrost on a minion.
   Yes, a General nearby a stunned minion can become stunned.
   No, stunning something more than once doesn't do anything.
